The right to family reunification depends on
the nationality of the person joined in Belgium
Either she is Belgian
and a residence permit can be granted :

to his or her spouse or partner
-
to his or her minor or adult children
-
to the parents of a Belgian minor child.
Or she is European but not Belgian
and a residence permit can be granted :

to his or her spouse or partner
-
to his or her minor or adult children
-
to his parents even if she is an adult
-
to other family members.
Or she is non-European
and a residence permit can be granted :

to his or her spouse or partner
-
to his or her minor children
(or disabled adult children)
-
to the parents of a MENA recognized as a refugee (MENA = unaccompanied minor).
In practice, problems are frequent because many municipal administrations do not really respect the procedure and deadlines imposed by the law and have an unwelcoming behavior - even definitely racist - with regard to most foreigners, especially if they do not have a residence permit.
Problems are also encountered when submitting visa applications via Belgian consulates or their intermediaries, such as TLS Contact or VFS Global.
Furthermore, most of the decisions to refuse residency taken by the Immigration Office are motivated by incomplete, poorly constructed or irrelevant files, which would not have been the case if they had been drawn up by a lawyer specializing in the field.
